According to the announcement issued by the Ministry of Heavy Industries of India on December 19, 2023, the Quality Control Order for Automotive Wheel Hub Components, originally released on September 21, 2020, has been amended. The amendment is titled the Automotive Wheel Hub Components (Quality Control Order) Amendment-II and is expected to come into effect on December 22, 2023, or on the date of its publication in the official gazette, whichever is later. The specific content of the amendment is as follows:
The third subparagraph of paragraph 1 in the Quality Control Order for Automotive Wheel Hub Components dated September 21, 2020, is replaced with the following:
i Automotive wheel hubs intended for export
ii According to Article 126A of the Central Motor Vehicles Rules, 1989, the requirements for testing are relaxed as follows: if the number of a specific base model and its variants sold in India is fewer than 250 units during any continuous 6-month period within a year, then up to 5 wheel hubs per vehicle are permitted.
iii Each four-wheeler manufacturer may import up to 5,000 four-wheeler wheel hubs per fiscal year (equivalent to 1,250 vehicles) for repair or after-sales service purposes.
iv Each four-wheeler manufacturer may import up to 10,000 four-wheeler wheel hubs per fiscal year (equivalent to 2,500 vehicles) for research and development purposes.
v Each four-wheeler manufacturer may import up to 50,000 four-wheeler wheel hubs per fiscal year (equivalent to 10,000 vehicles) for the manufacture of four-wheelers in India.
vi Each two-wheeler manufacturer may import up to 24,000 two-wheeler rims per fiscal year (equivalent to 12,000 vehicles) for repair or after-sales service purposes.
vii Each two-wheeler manufacturer may import up to 10,000 two-wheeler wheel hubs per fiscal year (equivalent to 5,000 vehicles) for research and development purposes
viii Each two-wheeler manufacturer may import up to 70,000 two-wheeler wheel hubs per fiscal year (equivalent to 35,000 vehicles) for manufacturing two-wheelers in India, with a limit of no more than 25,000 wheel hubs of the same type.
