SNI Certification Background Introduction?     

The Government of the Republic of Indonesia regulates standardization and conformity assessment activities through Law No. 20 of 2014 concerning Standardization and Conformity Assessment. According to these regulations, the implementation of SNI (Indonesian National Standard) is, in principle, voluntary. However, in matters concerning health, safety, security, and environmental protection (K3L), the relevant ministries or non-ministerial government institutions may enforce the mandatory implementation of SNI.

The application of SNI is demonstrated by possessing a certificate and/or affixing the SNI mark. Proof of SNI implementation is carried out through conformity assessment mechanisms by conformity assessment bodies accredited by the National Accreditation Committee. Conformity assessment activities are conducted through testing, inspection, and/or certification.

What is the process of product certification?

     If SNI is mandatory, the SPPT SNI will be assigned to the relevant ministry or non-ministerial government institution (K/L).

How much does the product certification process cost?

     The costs of the certification process generally include registration fees, audit fees, product testing fees, and travel expenses as stipulated by each product certification body. These fees must be paid by the client/applicant.

How long does the product certification process take?   

The certification process generally takes 40 working days after the client/SNI applicant completes the requirements, excluding product testing and follow-up on the applicant’s improvement results.

The entire certification cycle is expected to take 3 to 4 months.

Who has the authority to guide and supervise SNI?

     

Based on Government Regulation No. 34 of 2018, BSN is responsible for the fields of standardization and conformity assessment. The enforcement of mandatory SNI is supervised by the ministers or heads of non-ministerial government institutions according to laws and regulations within their authority. Therefore, BSN does not supervise mandatory SNI enforcement.

However, to ensure the achievement of SNI objectives, according to Government Regulation No. 34 of 2018 on the National Standardization and Conformity Assessment System, BSN coordinates with ministries and non-ministerial government institutions (LPNK) to monitor the effectiveness of SNI implementation through SNI conformity sampling testing activities. The sampling test results are submitted to regulatory agencies and the ministries responsible for market supervision as a basis for necessary follow-up supervision.

If SNI is mandatory, who must possess certificates for goods, services, processes, systems, or personnel?

      For goods and/or services, processes, systems, and personnel subject to mandatory SNI, business actors must possess SNI certificates and/or marks (Article 15 of PP 102/2000). If mandatory SNI has been applied to goods or services, any business actor whose goods or services do not comply with the mandatory SNI is prohibited from producing and/or distributing those goods or services (Article 18, Paragraph 1 of PP 102/2000).

Must imported goods and/or services subject to mandatory SNI marking obtain SNI mark certification?

   

Yes, mandatory SNI applies not only to domestically produced goods and/or services but also to imported goods and/or services (Article 19, Paragraph [1] of PP 102/2000).

What is the format of the SNI mark?

     The form of the SNI mark is specified in Appendix 1 of Regulation No. 2 of 2017 issued by the Head of the National Standardization Agency regarding the Procedures for Using the SNI Mark and Conformity Marks Based on SNI.

Where can the SNI mark be included?

   According to Regulation No. 2 of 2017 issued by the Head of the National Standardization Agency, the SNI mark is used as follows: for goods or processes, it is affixed to the goods and/or packaging or labels. For services, systems, and/or individuals, the SNI mark can be affixed on nameplates, letterheads, and/or other media.

What is the validity period of the certificate?

     The certificate is generally valid for 4 years, with annual audits required to maintain its validity.
