3G products exported to Malaysia need to pass the SIRIM MCMC certification!



If you plan to export 3G cellular mobile terminals (such as mobile phones, invehicle devices, RF interface cards, etc.) to Malaysia, you must comply with the technical specification requirements of the Malaysian Communications and Multimedia Commission (MCMC) and obtain SIRIM certification.


Certification Standard Basis：

     

The "Technical Specification for IMT-2000 Third Generation (3G) Cellular Mobile Terminals" (SKMM WTS IMT-MT Rev. 1.01:2007), issued by the Malaysian Communications and Multimedia Commission (MCMC), serves as the core certification standard. The main contents include:

  • Scope of Application:
    3G terminal devices that support WCDMA FDD/TDD technologies.

  • Technical Requirements:
    Covers radio frequency (RF), electromagnetic compatibility (EMC), electrical safety, and health standards.



Core Certification Requirements

  1. Radio Frequency (RF) Requirements

    Devices must support the frequency bands designated by Malaysia (as shown in Table 1), for example:

    • FDD Bands: 1920–1980 MHz (Uplink), 2110–2170 MHz (Downlink)

    • TDD Band: 2010–2025 MHz (for indoor use)

    Applicable standards:

    • ETSI EN 301 908 series (IMT-2000)

    • If the device supports GSM/WLAN, compliance with ETSI EN 301 511, ETSI EN 300 328-02, etc., is also required.

    Electromagnetic Compatibility (EMC)

    Devices must pass radiated and conducted emissions tests in accordance with:

    • ETSI EN 301 489-1

    Safety and Health

    • Electrical Safety: Compliant with MS IEC 60950-1

    • SAR (Specific Absorption Rate): Must meet EN 50360 and EN 62209-1 (based on ICNIRP guidelines)

    Other Requirements

    • Power Adapter: Must be pre-certified; operating voltage should be 230V ±10% or 240V +5%/-10%

    • Keypad Layout: Must follow the ITU-T E.161 standard

    • Labeling and Language: Devices must be labeled with manufacturer name, model, etc., in English or Malay
